As some states put the federal government on notice that they will disregard some federal No Child Left Behind mandates, officials in the Department of Education are urging them to comply. Idaho, Montana and South Dakota have said they will not raise the bar to comply with requirements that all students be proficient in math and reading by 2014. However, officials say the alternative — if Congress does not reform the law — is to offer waivers and other relief in exchange for other reforms, not for states to ignore the law.
